Philip Steigman

HHS Early Care and Education & Out-of-School Time Policy Fellow

Philip Steigman is an Early Care and Education & Out-of-School Time Policy Fellow at the office of the Assistant Secretary for Planning and Evaluation (ASPE) at the United States Department of Health and Human Services. Philip’s primary interest is translating emerging research development during the school-age years into practices and policies that promote the well-being of children as they navigate their recovery from the pandemic.

Philip first discovered his passion for youth work as an afterschool teacher at a community-based organization in Vermont. He later directed a 21st Century Community Learning Center and served as the director of OST programming and comprehensive services for the Wallace Foundation-funded program Partners for Student Success. After developing an interest in policy, he joined Boston Public Schools’ data and evaluation team, and at the Massachusetts Department of Early Education and Care, he served in several roles including senior policy analyst, where he focused on organizational priorities that included OST policy development, supporting family access to financial assistance, and program quality, and the health and safety of children.

Philip earned a Bachelor of Arts degree in sociology from the University of Vermont, a Master of Science degree in Family Studies from Boston University Wheelock College, and a Master of Public Policy degree from the Heller School at Brandeis University. He lives in the Boston area with his family.
